Virginia Casinos, Sports Betting, and the Legal Boundary on Online Play

Under Virginia law, physical casino gaming and internet-based wagering occupy two distinct statutory tracks. A resident looking to place a wager in the Commonwealth cannot treat physical casino resorts and internet betting apps as interchangeable products governed by one universal license. Commercial physical casino facilities are confined to specific municipalities designated by state law, while sports wagering runs through a separate digital permit structure.

For residents examining whether Virginia casinos and online casino legal options exist in the state, the statutory framework draws a firm line. Virginia has authorized land-based commercial casinos and digital sportsbooks.

Statutory Limits and the Five Eligible Host Cities

Virginia did not create a statewide, open-market casino system. Under Virginia law, the General Assembly restricted casino development strictly to "eligible host cities" defined by explicit demographic and economic criteria written directly into the statute.

The law named five cities that meet those thresholds: Bristol, Danville, Norfolk, Portsmouth and Richmond. Richmond’s place was later given to Petersburg.

Qualifying under statutory economic metrics does not automatically allow an operator to pour concrete or open a gaming floor. Under Virginia law, the Virginia Department of Lottery cannot issue an initial casino operator license until the residents of an eligible host city formally approve casino gaming through a local municipal referendum.

The ballot question is legally standardized. Without a majority vote at the local ballot box, the state cannot license a casino operator in that city.

Licensing Oversight and Richmond's Referendum Vote

The Virginia Lottery serves as the sole licensing and regulatory authority over physical casino gaming across the Commonwealth. Its mandate extends beyond the property owners. Prospective casino operators, gaming equipment suppliers, and key service providers must submit to state scrutiny and secure formal permits before conducting business inside a facility.

Local voter approval remains the absolute gateway. While four host cities advanced their proposals, Richmond demonstrated how the referendum requirement functions in practice.

Casinos are now open in Bristol, Portsmouth and Danville, with temporary casinos open in Norfolk and Petersburg while their permanent resorts are built.

Which casinos are open, and which are still temporary, is listed on the Virginia Lottery’s casino pages; construction schedules and temporary facilities change from year to year.

Sports Betting Operates Under a Separate Statutory Permit System

Sports wagering does not run under Virginia's casino legislation.

Because of this statutory separation, sports wagering does not depend on host-city municipal boundaries. The Virginia Lottery administers sports betting permits as an independent system, allowing digital sportsbooks to accept wagers from qualified individuals located anywhere inside state lines.

The sports betting rules carry strict wagering limits established by the regulator:

  • Wagers involving Virginia college sports teams are restricted solely to the single game or match in which the team participates.
  • Prop bets on individual Virginia collegiate athletes are not permitted.
  • All wagers on youth athletic events are restricted under state rules.
  • Digital platforms must integrate with state compliance tools, including identity verification systems.

Responsible gaming enforcement connects both commercial systems through a unified protocol. The Virginia Lottery manages a statewide Voluntary Exclusion Program. Under state materials, this exclusion list applies directly across all regulated physical casinos, authorized online sports betting platforms, and account-based Virginia Lottery digital games. An individual who registers for self-exclusion is barred from all three state-monitored gambling formats simultaneously.

Internet Casino Games, Offshore Sites, and Sweepstakes Models

The existence of mobile sports betting often leads to consumer confusion regarding digital slots and table games. When operators market sports betting apps across Virginia, players frequently assume online casino games fall under the same legal umbrella.

They do not.

State law governs sports betting permits exclusively. Virginia state records contain no corresponding statutory chapter establishing licensing protocols, technical standards, or consumer protections for internet casino operators.

Because Virginia has not authorized digital commercial casino games, out-of-state and offshore entities frequently target residents through digital advertising. These offshore websites operate outside American regulatory structures and hold no license or permit from the Virginia Lottery Board. Depositing money with an unregulated offshore platform leaves players without state oversight, dispute resolution channels, or guaranteed access to account funds.

A separate category involves digital sweepstakes gaming sites that use dual-currency models to offer slot-style games and virtual table play. These platforms do not hold Virginia commercial casino licenses. Determining their precise legal position requires direct reference to state civil codes and court rulings, as state casino statutes do not classify sweepstakes models alongside licensed commercial gaming.

The state maintains an active regulatory posture against unauthorized operations. Virginia Lottery materials direct individuals with information on unlicensed gambling activities to its dedicated Gaming Enforcement Unit.

Evaluating any gambling platform in Virginia comes down to its administrative standing. Official determinations on active licenses, approved operator partnerships, and enforcement updates remain under the formal purview of the Virginia Lottery.
